Ross Allen Baxter, 18, has been accused of violating several terms of his probation while residing at the Mahaska County jail awaiting an open bed at a halfway house.

A probation violation hearing has been scheduled for 10:30 a.m. Friday.

Bob Rogers, probation/parole officer III with the 8th Judicial District Department of Correctional Services, states Baxter violated two terms of his probation.

The first violation stems from incidents that occurred around Jan. 16, where Baxter wrote letters and made telephone calls from the county jail to Amanda Baxter. The letters were sent to his grandparent’s address, who then gave them to the 16-year-old girl who is in foster care. The complaint filed by Rogers states Baxter was well aware he was not to have contact with this girl and he would be in clear violation of his probation.

Rogers states Baxter allegedly committed his second probation violation when he swore a four-letter expletive at a female jail staff member and told her to perform a sex act on him. Besides being problematic and not obeying jail rules, Baxter is also accused of engaging in a fight with another Mahaska County jail inmate on March 9.

Rogers on Tuesday afternoon said he would recommend to the judge Baxter should serve prison time.

Baxter is no stranger to probation violations hearings. During a probation violation hearing held Jan. 3 in front of Judge Daniel Wilson, Baxter admitted to several violations, including making threatening and harassing telephone calls to a woman and her sister, speaking to a minor child during those calls, making sexual overtures to the sister and misleading his probation officer.

Rogers’ report stated Baxter had violated four probation conditions stemming from an incident on June 26, 2007.

Baxter faces the possibility of serving six, two-year consecutive terms, or 12 years in prison. Baxter is currently in the Mahaska County jail awaiting Friday’s hearing.

On Aug. 28, 2006, Baxter pleaded guilty to six counts of assault with intent to commit sexual abuse, which are aggravated misdemeanors, and was sentenced to 12-years in prison, suspended to five-years probation. Four of the six counts date to June of 2004 with another in July of 2004 and one in November of 2005. Multiple victims were involved and all were under the age of 12.
