Published May 19, 2008 11:18 am - Oskaloosa man sentenced for felony drug charge By MICHAEL SCHAFFER The Oskaloosa Herald OSKALOOSA — A 30-year-old Oskaloosa man charged with delivery of a Schedule II controlled substance was sentenced May 8.
Judge Joel D. Yates sentenced Robert Michael Howie Jr. to 10 years in prison, suspended for five-years probation with the 8th Judicial District Department of Correctional Services. Howie Jr. was also ordered to pay a $1,000 fine and surcharges. Howie Jr. on March 14 had entered a guilty plea to the charge of delivery of Adderall, a controlled substance. According to court records, on Dec. 16, 2007, while in the Earl May parking lot, Howie Jr. attempted to trade the Adderall tablets for supposed Oxycotin pills with an undercover police officer. On March 24 of this year, Judge Michael R. Stewart sentenced Howie Jr. to two years in prison, suspended to two years probation, plus nearly $900 in fines, for one count of animal torture. Howie Jr. had entered a guilty plea to the charge on March 20. According to trial information, on or about May 9 in Oskaloosa, Howie Jr. inflicted “upon an animal severe physical pain with a depraved or sadistic intent to cause prolonged suffering or death.” He was accused of using a carpenter’s hammer to kill a dog, which a witness described as a 1-year-old male Jack Russell Terrier. Delivery of a Schedule II controlled substance is a Class C felony, punishable by up to 10 years in prison and a maximum fine of $10,000. Animal torture is an aggravated misdemeanor and is punishable by two years in prison and a maximum fine of $6,250.
